Abstract:
This paper investigates the potential for sustainable development in the Cumilla region of Bangladesh, driven by its cultural heritage. The analysis centers on two underutilized assets: the region’s unique Khadi textile tradition, which has recently received Geographical Indication (GI) status, and its significant archaeological sites. The study argues that these assets, strategically leveraged, can catalyze broad economic revival. To explore this, the research employs a multi-scalar framework that connects micro-level factors, such as artisan capabilities, with macro-level obstacles, including infrastructure gaps and disjointed policy. A pivotal argument is that reviving and modernizing the dormant Cumilla Airport is a necessary precondition for improving regional access. This enhanced connectivity is vital for unlocking high-value export opportunities for Khadi products and for developing heritage tourism, particularly to attract markets within the Organization of Islamic Cooperation (OIC) and the Association of Southeast Asian Nations (ASEAN). The Government of Bangladesh should champion the inclusion of Cumilla’s archaeological sites and Khadi heritage in the official tourism promotional material of both SAARC and BIMSTEC as suggested by the author. The study also advances community-driven development strategies, outlining proposals for immersive tourist experiences and targeted skill upgradation programs designed to distribute economic benefits equitably. Ultimately, by merging the goals of cultural preservation with welfare economics, this paper provides specific policy prescriptions to position Cumilla as a benchmark for sustainable, heritage based development.
