Digital Transformation in the Public Sector – The Role of Digital Transformation Leadership, Digital Culture, and Knowledge Sharing

Abstract:
Digital transformation (DT) is a large-scale, inevitable, and rapidly developing trend. The objective of this study is to explore the factors determining DT in public organizations. Using the PLS-SEM model, survey data from 192 public officials were analyzed to examine the effect of various factors on the public sector’s DT process. Results empirically confirmed the effect of Digital Transformation Leadership (DTL), Digital Culture (DC), and Knowledge Sharing (KS) on DT, with DTL having the greatest bearing. Furthermore, DTL was also found to influence both DC and KS. Based on these verified findings, the study proposes policy recommendations to promote DT in Vietnam’s public sector.
